According to Hong Kong Observatory, the sea-level will be normal in the morning and high tide in the late afternoon on 30 November 2009. The installation can either be submerged underwater or exposed above the water, in the latter case more fruits will be exposed to the viewer.

The structure of the sea-star is formed by bamboo rods tied together securely and attached to the concrete columns at the sandy beach of the promenade. The bamboo rods are lightweight yet sturdy, and are structurally strong against wind, wave action and sunlight.
